SC Department of Public Safety Risk Management & Compliance Analyst I - 107569 in Statewide, South Carolina

Job Responsibilities

This position is located in Motor Carrier Services, Headquarters, Blythewood, SC. The Risk Management and Compliance Analyst I (RMCA-I) performs a comprehensive review of individuals, corporations or businesses adherence to regulatory compliance guidelines of International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) and Federal Motor Carrier Services Administration (FMCSA) regulations. RMCA-I executes professional work, examining and evaluating conformity with state and federal laws, regulations, or other business standards and program requirements of IRP, IFTA and FMCSA. Duties will routinely be performed at various locations throughout Region 2. Region 2 consists of Laurens, Newberry, Abbeville, McCormick, Greenwood, Saluda and Edgefield counties.

Job Functions:

  1. Examine carriers' books, logs, records, schedules, and other data, for the programs administered by the Agency. Make inquiries into the business accounting and reporting practices of carriers associated with the review. Investigate beyond the reported findings to detect emerging risks and recognize the existence of potential fraud. Exercise initiative and resourcefulness in reviews that involve various state/federal laws, IRP/IFTA requirements, FMCSA regulations, accounting procedures, or business practices. Use appropriate methodology to project/adjust reviews. Also, assess cases where there are no available records or records are inadequate and therefore has a substantial impact on potential liabilities.

  2. Analyze data to make decisions and solve problems. Use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards. Exercises adequate judgment in acquiring pertinent facts and necessary documentation to support the findings and to determine proper liabilities.

  3. Document proposed changes and adjustments to support conclusions. Prepare concise work-papers and reports, according to a specified format, which fully disclose the basis for all findings, risk, and proposed liabilities of the completed examination. Handles controversial and sensitive issues with considerable tact, technical competence and skillful negotiation techniques to resolve disputed issues. May conduct examinations that involve protested findings and therefore be required to assist in court preparation and Administrative Hearings.

  4. Perform research for risk and compliance review selection with Agency, state and federal databases. Identify potential risks associated with state/federal laws, program requirements, policies, procedures, and business practices/internal controls. Has the incisiveness to select carriers for review, which appear not to comply with IRP/IFTA requirements and FMCSA regulations.

  5. Maintain professional growth and development. Professional interaction with administrative officers of various state/ federal entities and personnel of all levels is required. Performs other duties as directed by immediate supervisor and the Chief of Motor Carrier Services.

RMCA-I must be willing to travel and occasionally perform overnight in-state and out-of-state reviews. Must reside in or be willing to relocate to one of the following counties (*_Laurens, Newberry, Abbeville, McCormick, Greenwood, Saluda and Edgefield) _*within the "trial/probationary hiring period" (6 months for internal hires, 12 months for external hires). Employee must have strong technical skills, be proficient in excel and all other Microsoft office products needed to perform the duties outlined in the position description.

Minimum and Additional Requirements

High school diploma and six years’ relevant work experience may also be considered. A bachelor's degree may be substituted for required work experience.* Agency Preferred:* Bachelor's degree with a minimum of 12 accounting credits or related course work and relevant work experience in accounting, auditing, finance, and/or tax analysis is preferred. An Associate’s degree with a minimum of 12 accounting credits or related course work and four years’ relevant work experience.

Knowledge of applicable internal and/or external regulatory policies, standards, procedures and controls. Ability to communicate effectively with others orally and in writing. Knowledge of relevant laws and regulations. Ability to use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards. Ability to analyze data and information in making decisions and solving problems.

Employee works independently with minimal supervision to accomplish the tasks of this position. Incumbent must be able to exercise discretion and independent judgment. Required activity reports and travel logs must be submitted to supervisor.

Employee is assigned a geographical area and must reside in the assigned area. Employee may be assigned to other counties as needed. Overnight and state-wide travel required. Normal work hours are M-F 8:30am to 5:00pm, but may require working outside normal work hours and on weekends. Must be able to lift at least 25 pounds and must have a valid SC driver's license.****__ Supplemental questions are considered part of your official application. Preferred Qualifications
