SC Department of Public Safety Program Manager II (Chief Content Officer) in Richland County, South Carolina

Job Responsibilities JOB PURPOSE:* Manages and directs ETV's Content Division, including Television, Radio and Digital production, programming and operations activities; Leverages ETV's unique assets across multiple platforms to create a meaningful and relevant experience for the audience; Utilizes data and analytic tools to evolve content offerings and delivery mechanisms to maximize user experience and engagement; Works with ETV division managers to build a collaborative environment, to create a broader understanding of organizational needs and to better support other internal departments such as Education, Communications, Marketing and Development; Maintains responsibility for budget, contracts, project development, coordination with community and governmental entities related to content, broadcast and production departments; Manages relationships with national and local affiliates (PBS, NPR, NETA, etc.) and liaisons with fundraising for ETV and the ETV Endowment. *JOB DUTIES: *Define vision for ETV's content creation and distribution platforms. Develop and implement multi- platform content strategy that builds the use of content across platforms and enhances the user / audience experience. Provide editorial leadership and direction, ensuring that content is on-brand, diverse and inclusive of all audiences, consistent in quality and optimized for user experience across platforms. Oversees programming schedules, content placement, content acquisition and creation, and distribution plan for all SC ETV, Public Radio and Digital platforms/ properties. Works with Director of Programming to identify acquisitions needs and budget; liaisons with program suppliers; determines best practices for acquisition use; negotiates and manages contracts and agreements related to content creation and distribution. Oversee and direct all off ETV's content creation, production (studio and field), acquisition and programming activities and distribution platforms related to Radio (News and Classical), Television, Education and Digital. Manage regional operations, providing guidance in content creation, local engagement, and project planning. Analyze audience data, trends, and user habits to develop and evolve ETV's content creation, use of platforms and audience experience to maximize viewers, listeners, and users. Presents information to staff involved in content development, acquisition, and scheduling and to the senior leadership team and the ETV Commission _I _ETV Endowment. Develop and manage department budgets and provide fiscal direction for Content departments and associated grants and projects. Identify and ensure that production resources are coordinated efficiently to support content, grant and local production / project activities. Serve as production and event liaison with the ETV Endowment to further the identification and creation of local content and support Endowment related activities. Work with other division managers and department staff to develop, implement and evolve standards, systems, workflows, technologies, and best practices for content creation. distribution, archival / retrieval, and content re-purposing. Ensure FCC and other regulatory compliance and provide content for the FCC quarterly public files. Other duties as assigned. Minimum and Additional Requirements *State Minimum Requirements: *A bachelor's degree and relevant program management experience. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Preferred Qualifications Bachelor' s Degree in Mass Communication, Film Studies, Telecommunications, Media Arts, or a related field. Ten years of content production and programming experience, with a minimum of four years management/supervisory experience in increasingly responsible positions.
