Job Responsibilities

This posting is for the Vehicles Services/Titles and Registrations/Electronic Vehicle Registration (EVR) Unit located at Headquarters in Blythewood, SC. The Program Manager I directs and manages program design, development, implementation, of the Electronic Registration and Titles (ERT) program. Executes daily management of all aspects of ERT, currently consisting of the following units: Mail-in Titles and registration, Special Titles, and Electronic Liens and Titles (ELT) and Electronic Vehicle Registrations (EVR). Provides direction and guidance to unit supervisors concerning program performance, issues, and initiatives. Communicates with all stakeholders on all aspects of ERT initiatives. Reviews and implements program objectives, policy and procedures, recommending changes to meet Agency objectives.

Job Functions:

1.Manages all aspects of the assigned work units; measures, records, and monitors unit level and stakeholder performance to meet established standards. Design and implement processes to improve efficiencies across functional activities.

  1. Designs, develops, and implements initiatives to fully process electronic titles and registrations. To include EVR3, e-Titles, and electronic signatures. Creates program standards for all activities.

  2. Ensures relevant and concise, metric driven reports are generated weekly, reporting DMV and participant's performance metrics. Creates and refines metrics as program develops. Coordinates with other stakeholders to identify and shape tracked metrics.

  3. Identifies, recommends, and implements improvements for communications and quality management methodologies. Incorporates Quality assurance activities in all functional activities.

  4. Proactively communicates notable improvements, issues, and recommendations to the DMV senior leadership.

  5. Completes Employee Performance Management System (EPMS) reviews for all assigned managers and monitors EPMS for assigned units by scheduled due date.

Periodically assigned temporary employees and interns. Responsible for the proper employment and administrative requirements for these personnel.

  1. Communicates with internal and external stakeholders and handles customer complaints elevated to the senior management level.

  2. Performs other related duties as required, to include project management responsibilities as directed.

Minimum and Additional Requirements

A Bachelor's degree and relevant program management experience.

Candidates must specifically meet the agency’s minimum requirements or a combination of education and experience may be accepted upon approval from State Human Resources Division.

Knowledge of management principles, including the ability to manage personnel and processes. Ability to develop and implement Electronic Registration & Titles (ERT) program initiatives. Plan, organize, direct, and review workload processing for the ERT Program. Ability to interpret, analyze, and coordinate recommendations concerning policies, procedures, and statutes. Effectively communicate complex policies, procedures, and program information to customers, stakeholders, and employees. Ability to diffuse problems that may arise within assigned units or stakeholders. Ability to write clear, concise instructions and reports.

Works under general guidance with limited supervision by the Deputy Director, Titles and Registration. Responsible for supervising multiple work units and developing and improving the ERT program. Supervises the selection, and training of new employees. Prepares for and implements electronic processing across all ERT functional areas. Evaluates the performance of personnel.

May be required to work extended hours outside the normal scheduled work week. Must be able to lift 10-15 lbs. May require travel to site visits, stakeholder meetings and conferences.
