The position is located with the Division of Long Term Care in the Bureau of Healthcare Quality.
Performs comprehensive certification surveys of Title 18 (Medicare)/Title 19 (Medicaid) facilities for compliance with federal, state, & other applicable laws & regulations, including annual recertification, complaint investigation, revisit, initial, & validation surveys. Conducts surveys according to regulatory requirements and within mandated timeframes; Functions independently or as member of an interdisciplinary team; prepares for survey including pre-survey review of CMS data including database and facility reports, compliance history, and facility complaint history; Consults with Supervisor as required. Communicates with and interviews healthcare facility personnel, patients & families to obtain facts and seek clarification; Reviews provider plan of corrections for content & appropriateness.
Ability to apply critical thinking to the investigative process and follow the CMS survey process tasks as directed, as well as maintaining working knowledge of dietary standards related to dining protocols, menu preparation, and assessments for hydration and nutritional status; evaluation of residents that require interval nutrition. Produce a high quality document with attention paid to detail. Identify proficient/deficient practice in healthcare facilities and documents survey findings and communiqué to files as required by regulation. Prepares Statements of Deficiency/survey reports timely & according to protocol using CMS Principles of Documentation and Quality standards, CMS federal database, laptop/tablet computer, and accurately completed CMS survey forms. Reviews survey findings for quality and accuracy and submits complete and timely survey packets to managing Supervisor under stringent timeframes. Protects, maintains and secures electronic and paper files ensuring privacy and security of all files in accordance with HIPAA and other state/federal laws.
Serves as team captain in a manner to lead and facilitate the survey process. Conducts pre-survey team meetings; Coordinates travel arrangements (hotel, transportation, etc.); Serve as spokesperson/liaison for survey; Coordinates survey findings; Conducts entrance and exit interviews; Reviews survey documentation for accuracy and quality; Assumes responsibility for completeness & timeliness and quality of the survey packet for the survey Team. Facilitates continuing education. Meets certification in-service requirements; Provides information to fellow staff; Assists in orientation/mentoring/precepting of new staff; Keeps abreast of changes in regulations, interpretive guidelines & standards of practice; Keeps current with information from CMS transmittals; Attends team, program, division, & regional meetings as required; Advises agency & facility personnel as required; Consults with federal, state, & local organizations as needed; Offers direction regarding training needs and completes all mandatory training as assigned.
Accountable for appropriate use of state/federal resources to include the submission of accurate certification forms relative to time, travel, & training. Completes travel, leave, PCAS, training, reimbursement, & any other required forms timely & accurately. Drives personal/state automobile following appropriate laws and proper and most direct navigation. Follows most direct route to destination. Operates all office equipment effectively and appropriately, maintains current SC Registered Dietitian license; performs all other duties as assigned.
Minimum and Additional Requirements
*State Minimum Requirements: * A bachelor's degree in nutrition, dietetics or community nutrition and experience in a clinical, public health or institutional setting; or a bachelor's degree in any field, eligibility for registration by the American Dietetics Association and experience in a clinical, public health or institutional setting.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
*Agency Additional Requirements: * Must be a licensed Registered Dietitian in the state of SC and be able to achieve SMQT/QIS/BASIC training certification. Current registration by the Academy of Nutrition and Dietetics (AND).
Extensive knowledge of dietary techniques, total patient assessment of needs, patient care planning, facility/services interventions & medical terminology; maintains working knowledge of dietary standards related to dining protocols, menu preparation, and assessments for hydration and nutritional status; evaluation of residents that require eternal nutrition. Comprehension / application of federal/state/other laws; Grammatically accurate written/oral skills to communicate clearly/concisely. Ability to work effectively as a team member. Clinical experience preferred.
Must have car for transportation & must possess valid drivers license & be able to transport other passengers; Must be able to go into health facilities & related services to survey all areas mandated by regulation; Must have typing skills and/or ability; Must be able to communicate with staff & consumers of services; Must possess good writing skills; Surveyor certification required after employment. Designated Program Manager provides supervision in office (review of survey) & in the field (surveying procedures).
Further supervision provided by conferences & consultation as needed. Employee's independence & discretion is required when surveying. Must be able to accommodate overnight travel away from home averaging 3 nights per week; Must be able to work flexible hours (some days to exceed 8 hours) including some weekends & off-hours as directed; Must be able to maneuver own luggage, laptop computer & required forms/documentation for survey purposes.

A Master's degree in Nutrition; or a Bachelor's degree in Nutrition with two(2) years experience in nutrition or dietetics.
