This position is located with the Division of Long Term Care in the Bureau of Healthcare Quality.
THIS POSTING WILL BE USED TO FILL FIVE(5) VACANT POSITIONS (61009051, 61009056, 61007069, 61009057, 61009071).
Performs surveys (inspections) of skilled nursing facilities that are participating in the Medicare/Medicaid programs within South Carolina. Performs facility surveys on the weekends/holidays & during off-hours as directed and in accordance with CMS Tier Workload priorities.
Uses clinical judgement and discretion, applies critical thinking to the investigative process and adheres to the CMS survey process and regulations, identifies proficient/deficient healthcare practices, and produces high quality survey findings documentation with attention paid to detail.
Serves as team captain of a survey team when needed or on a rotating basis. Duties of serving as a team captain include: conducting pre-survey team meetings, coordination and reviewing of survey findings, directing the survey team, etc.
Demonstrates professionalism and represents the Agency and the Bureau in a positive manner in all matters and possesses a team mentality and the ability to successfully pass the Surveyor Minimum Qualification Test (SMQT).
Minimum and Additional Requirements
*State Minimum Requirements: * Licensure as a registered nurse by the South Carolina Board of Nursing. Graduation from an accredited school of nursing and related nursing experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
*Agency Additional Requirements: * Must have a valid license to practice as a Registered Nurse in the State of South Carolina. Must possess a valid SC Driver's license. Must be able to achieve and maintain CMS SMQT/QIS/Basic training certification. Extensive knowledge of nursing techniques, total patient assessment of needs, patient care planning, facility/services interventions and medical terminology; maintains working knowledge of nursing standards of practice (medication pass, observation of treatment/care provided).
Comprehension/application of federal/state/other laws; grammatically accurate written/oral skills to communicate clearly/concisely. Ability to work independently and/or effectively as a team member. Must have knowledge of Microsoft Office and be able to utilize the CMS federal database. Must possess strong writing, typing and computer skills. Must be able to produce high-quality documentation with attention to detail. Strong organizational and time-management skills are needed to complete assignments under stringent federal timeframes.
Must have car for transportation and must possess valid driver's license and be able to transport other passengers. Must be able to go into health facilities and related services to survey all areas mandated by regulation. Must be able to communicate with staff and consumers of services. Must be able to accommodate overnight travel away from home averaging three (3) to four (4) nights per week. Must be able to work flexible hours including occasional weekends and/or holidays (some days to exceed eight (8) hours). Must be able to maneuver own luggage, laptop computer and required forms/documentation for survey purposes. Ability to lift up to 50 lbs.

A master's degree in Nursing; or a bachelor's degree in Nursing with two (2) years clinical experience as a RN; or associate's degree or diploma in Nursing with four (4) years of clinical experience as a RN. Prefer clinical experience in a long-term care setting. Resides within 50 miles of Columbia, SC.
DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
