  1. TB Clinical Interventions: a. Assists the DHEC central office programs in the development of policies and procedures and standing orders with a focus on science-based strategies, legal mandates, and public health practice. b. Assures regional medical consultant coverage during working hours, nights, weekends, and holidays for disease reporting and emergency response. May serve as occasional back up to central office medical consultants. c. Serves as a medical clinician for the Tuberculosis (TB) Control Program. d. Provides medical leadership and assures processes are conducted to assure science-based strategies and practices. e. Responsible for conducting TB clinics and provides direct patient care in the assigned areas of the state for TB suspects, those with TB disease and/or latent TB infection. f. Provides TB medical reviews, reviews TB chest radiographs and other studies that have been interpreted by radiologists as a component of the medical evaluation process, provides ongoing patient medical management until closure. g. Provides consultation and direction to Central Office staff and the public health nurses providing nurse-managed care to the persons with TB disease or infection and recommends referrals to outside providers for problems that are not TB related. Provides expert TB consultation to the private medical community, other community providers, facilities and universities/colleges. h. Maintains expertise in TB treatment and control standards and published guidelines and literature, and provides recommendations to the Central Office staff related to TB and TB medical practice. i. Monitors, analyzes and interprets TB case and surveillance data and assists in directing program interventions to assure data-based decisions. j. Provides backup consultation and coverage for the other TB medical clinicians within the state. k. Provides continuing education to the TB nursing staff as requested. l. Works with the TB Central Office staff to assure program standards are met. m. Participates as faculty and assists with planning, implementing and evaluating the TB Today! Course and other TB educational sessions as needed.

  2. Public Health Practice: a. Monitors and investigates cases and outbreaks of reportable diseases. b. Directs outbreak control measures in cooperation with DHEC staff and other medical practitioners in the region. c. Assists with the analysis and interpretation of disease surveillance data. d. Assists in using Continuous Quality Improvement (CQI) principles to evaluate surveillance and response processes with a focus on science-based strategies. e. Serves as a clinical role model, observes work of nurse practitioners and nurse clinicians and may provide clinical services when needed. f. Serves as preceptor for DHEC Advanced Practice Registered Nurses. g. Provides medical consultation to the Region staff, the agency and to other health professionals in the community, particularly as it relates to TB and Epidemiology/Disease Surveillance. Appropriate medical consultation is provided and effective lines of communication are maintained with Region Managers and staff, and with appropriate persons in the community, and with the agency. h. Provides training and education programs in the region for DHEC staff; health care providers and public about surveillance and control of communicable diseases.

  3. Management/Leadership: a. Works toward achieving the agency’s affirmative action goals in recruiting, hiring and promotion of employees. b. Holds regular staff meetings with direct reports and conducts one-on-one meetings with each direct report at least quarterly. c. Maintains a current succession plan for his/her position as well as mission-critical roles within his/her supervisory area(s). d. Actively works with his/her employees to develop critical thinking and problem solving skills and a customer-service mentality. e. Consistently works with his/her employees to identify opportunities for continuous improvement and implement proactive, innovative solutions to challenges. f. Completes Employee Performance Management System (EPMS) in accordance with agency guidelines. g. Promotes implementation of DHEC Strategic Plan. h. Serves on the Regional Leadership Team. i. Serves in a medical advisory capacity to the agency as a participant in the DHEC Medical Group. j. Assists in interpreting guidance from federal agencies and other authoritative sources and in adapting them for special circumstance in South Carolina. k. Provides supervisory oversight for the Region Pharmacy, Laboratory, and Epidemiology Program.

  4. Public Health Advocacy and Leadership: a. Serves as a leader in the region and community in public health issues. b. Stays abreast of current public health trends and best practices regarding public improvement. c. Advocates for public health systems changes. d. Maintains linkages with external community partners to move the public health agenda forward in a manner best meeting the needs of the communities. e. Maintains a keen awareness of individual community needs and as appropriate advocates on the behalf of the communities. f. Assists with the coordination and support of regional Public Health Advocates to maintain consistency in standards and appropriate action.

  5. Public Health Response Activities: a. Participates in disaster preparedness activities, training and planning. b. Maintains an operational awareness of all PHP and response activities and Plans. c. Serves as a leader in the region and state during times of emergency. d. Coordinates with the Public Health Preparedness Director, the Program (nursing) Director and the Epidemiology Surveillance and Response. e. Coordinator to integrate disease control and emergency response activities. f. Participates in and assists with the response to Public Health Outbreaks and priority response efforts. g. Ensures that hospitals and private care providers are aware of agency functions in the event of an acute disease case, outbreak investigation, and/or large-scale public health emergency. h. Provides strategic direction and planning for emergencies, outbreaks and public health priorities.

  6. Training/Education: a. Provides training and education programs in the region for DHEC staff; health care providers and the public about surveillance and control of communicable diseases. b. Assists with providing timely and accurate information about public health issues in response to media requests.

Minimum and Additional Requirements

State Minimum Requirements:

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

*Agency Additional Requirements: *MD or DO degree from an accredited medical school, plus completion of an internship or one year of residency training. Completion of at least one (1) year residence in primary care of preventive health. Licensed to practice medicine in the State of South Carolina or license must be obtained in a specified time period and retained in order to maintain job. At least two (2) years experience in public health, preventive medicine or delivery of primary care medical services. A MPH in a relevant field may be substituted for one (1) year of experience. Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
