This is a Title 5 National Guard Employee position description. This position is located within a National Guard unit. Its primary purpose is to provide administrative support and serve as the focal point for all administrative activities within the organization. Work requires a specialized knowledge of rules, regulations, and guidance relating to administrative assignments in various functional areas; and a knowledge of office automation software, practices and procedures.

AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. This position is open to Areas 1 & 2 Only- Area 1: All permanent On-Board Title 5 Technicians employed with the South Carolina Army/Air National Guard Technician Program (Temporary and Indefinite do not meet permanent tenure requirements). Area 2: All current On-Board Title 32 Dual Status Technicians employed with the South Carolina Army/Air National Guard Technician Program. Area 3: All Eligible US Citizens, Veterans, current military (M-Day) members of the South Carolina Army/Air National Guard/AGR (Veterans Preference applies). Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period.
MINIMUM EXPEREINCE REQUIREMENTS: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: To be rated qualified for this position your resume must show definitively at least 36 months experience in the following- Experience, education, or training supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.
Substitution of Education for Specialized Experience. Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
