Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST- TITLE 5, Position Description Number PDT5204000 and is part of the SC USPFO, South Carolina National Guard.

Responsibilities

The primary purpose of this position is to perform developmental assignments which are designed to provide the member, who is serving in a developmental capacity, experience in pre-award and post-award functions when they are well-defined and well-precedented, using common contracting methods and contract types, to procure standard or specialized services, commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts. Provides business advice to the customer. Non-competitive promotion to the next higher grade level is dependent upon: 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all OPM legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

THIS IS A TITLE 5 EXCEPTED SERVICE POSITION: Area of Consideration (AOC): This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)". This position is open to all Areas Area 1: All permanent On-Board T5 Technicians employed with the South Carolina National Guard ( Note- Temporary and Indefinite employees do not meet permanent tenure requirements).

Area 2: All permanent On-Board T32 Technicians employed with the South Carolina National Guard ( Note- Temporary and Indefinite employees do not meet permanent tenure requirements)

Area 3: All eligible US Citizens, Veterans, M-Day/DSG/AGR members of the National Guard. (Veterans Preference Applies GENERAL EXPERIENCE: One year of specialized experience equivalent to the next lower grade level in the normal line of progression is qualifying for positions at grades GS-7 and above. Specialized experience must have equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position to be filled. * Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. ** This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.

Education

EDUCATION REQUIREMENTS; A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. AND At least 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
